Nanjing Petrochemical Chemical Plant Opening and Closing (Vehicle) and Inspection and Maintenance of VOC Pollution Prevention and Control Technical Specification (Draft for Public Comments)

        In order to continuously improve the ambient air quality, focus on the key aspects of air pollutant emissions, strengthen the petrochemical and chemical enterprises to start and stop (vehicle) and maintenance process VOCs emission control, Nanjing Municipal Bureau of Ecology and Environment organized the drafting of the Nanjing local standard "petrochemical and chemical device start and stop (vehicle) and maintenance of volatile organic pollutants pollution prevention and control technical specifications (draft)".

During long-term operation of petrochemical chemical plants, equipment is prone to leakage and other problems due to wear and tear, corrosion and other factors. With the continuous promotion of air pollution control, the petrochemical industry has become increasingly stringent in the control of volatile organic compounds (VOCs) during start-stop and overhaul.

During the overhaul of petrochemical plants, VOCs emissions are mainly concentrated in the following key links: 1) emissions during the parking process; 2) emissions from blowing, steaming and cleaning of equipment and pipelines; 3) stopping and overhauling of environmental protection facilities; 4) emissions generated by the replacement of systems and filling of materials before start-up; and 5) emissions during start-up and commissioning. As most of the equipment and pipelines of the device need to be opened for cleaning and maintenance during the parking and maintenance period, and at the same time, the parking and maintenance of the environmental protection facilities reduces the processing efficiency of VOCs, resulting in the emission of VOCs is much larger than that during normal production, and may even be several or even dozens of times of the emission of normal production.

Although many places in China have put forward some requirements for the control of VOCs under abnormal working conditions, there is currently no unified standard for the control of VOCs during start-up, shutdown and inspection and maintenance of petrochemical and chemical plants at the national level. In order to strengthen the control of VOCs emissions from petrochemical and chemical enterprises during startup, shutdown and maintenance, the Nanjing Municipal Bureau of Ecology and Environment has organized the drafting of a local standard, "Technical Specification for the Prevention and Control of VOC Pollution in Petrochemical and Chemical Installations During Startup, Shutdown and Inspection and Maintenance (Draft for Public Comments)".
