In fact, since 2021, the Ministry of Ecology and Environment has carried out a pilot project on the environmental impact assessment of carbon emissions from key industrial construction projects. Seven provinces (cities), including Hebei and Jilin, are conducting pilot projects around key industries such as electricity, iron and steel, building materials, non-ferrous metals, petrochemicals and chemicals.

Based on the current technical level and deployment arrangement, the main focus is on the calculation of project greenhouse gas emissions, laying the foundation for the subsequent "double control" of total greenhouse gas emissions and emission intensity of the industry.
