Jiangsu Province, the implementation rules for the identification of chemical parks

Article 1 According to the Ministry of Industry and Information Technology, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport and the Ministry of Emergency Management jointly issued the "Chemical Industry Park Construction Standards and Management Measures" (hereinafter referred to as "Measures") to review the requirements of the identified chemical parks in each province, combined with the province's chemical industry This implementation rule is formulated in light of the actual situation of the chemical industry in our province.

Article 2 The chemical park referred to in these rules is the original chemical park and the original chemical concentration zone in our province in 2020 after provincial recognition and announced by the provincial government.

Article III In accordance with the national "approach" requirements, combined with the actual situation in our province, the provincial Department of Industry and Information Technology in conjunction with the relevant provincial departments to develop "Jiangsu Province Chemical Industry Park identified work standards (2022 version)" (see Annex).

Article 4 The relevant content of the "Jiangsu Province Chemical Industry Park Recognition Criteria (2022 Edition)" is divided into Category A and Category B. Category A covers matters related to industrial planning, territorial and spatial planning, public infrastructure construction, safety and environmental protection capacity building and other basic conditions; Category B covers matters related to the daily management of the site.

Article V Provincial Department of Industry and Information Technology to take the lead in organizing the province's chemical parks identified, summarize the identified situation and make recommendations for identification. Organization of the Provincial Development and Reform Commission, the Provincial Department of Natural Resources, the Provincial Department of Ecology and Environment, the Provincial Department of Housing and Urban-Rural Development, the Provincial Department of Transportation, the Provincial Department of Emergency Management, the Provincial Fire and Rescue Corps, the Jiangsu Maritime Bureau and Lianyungang Maritime Bureau and other departments in accordance with their responsibilities for the division of labor within the scope of business matters identified and put forward a single opinion.

Article VI to determine the following two categories to determine the proposal:

2.A in one of the non-compliance with the requirements of the proposal to identify unqualified, the deadline for rectification.

Article VII of the provincial Department of Industry and Information Technology led by the proposed park identified, submitted to the provincial chemical industry safety and environmental protection to improve the leading group to study the formation of the report for approval, reported to the executive meeting of the provincial government for consideration.

Article VIII of the original chemical park, the original chemical concentration area, and the identification of 2020 after the occurrence of large and above production safety accidents or environmental emergencies, ordered to rectify the deadline. During the rectification period, in addition to safety, environmental protection, energy saving and intelligent transformation projects, stop handling new, renovation and expansion of chemical projects related procedures.

Article IX of the identification period, the municipalities of the chemical project management is still in accordance with the "further deepening of the province's chemical parks chemical concentration zone industrial transformation and upgrading of high-quality development of the notice" (Su chemical rule [2021] No. 6) provisions of the implementation.

Article 10 According to the national "approach" and the provincial government "on strengthening the province's chemical parks chemical concentration zone standardized management notice" (Su Zhengfa [2020] No. 94) relevant requirements, the park identified every three years after the regular self-assessment and review. Regular self-assessment is organized and implemented by the industry and information technology departments of each district city, and regular review is organized and implemented by the provincial industry and information technology department.

Article XI matters not covered by these rules in accordance with the relevant requirements of the State "Measures".

Article XII of these rules by the Provincial Department of Industry and Information Technology, the Provincial Department of Natural Resources, the Provincial Department of Ecology and Environment, the Provincial Department of Housing and Urban-Rural Development, the Provincial Department of Transportation, the Provincial Department of Emergency Management in conjunction with relevant departments responsible for the interpretation.

Article XIII of these rules shall come into force on March 1, 2023.
