VOC Leak Detection and Remediation Project Review and Assessment Guide" released and implemented

In recent years, national, industry and local governments have promulgated a series of standards and regulations for VOCs emission control, and the requirements are becoming increasingly stringent. Leak detection and repair (hereinafter referred to as "LDAR") technology, as an important means to control the disorganized emission of VOCs from equipment dynamic and static seals, has been widely used in petroleum refining, petrochemicals, synthetic resins, pharmaceuticals, coatings, inks and adhesives, coal chemicals and other industries and fields. However, there are still some problems and shortcomings in the process of implementing LDAR projects, and the quality and level of implementing LDAR projects vary. 

In order to standardize the implementation process of LDAR projects, improve and perfect the problems and deficiencies in LDAR projects, continuously improve the implementation level of LDAR projects, encourage enterprises to adopt advanced equipment seal leakage monitoring and control technology, and reduce VOCs disorganized emissions, this standard is developed to audit and evaluate the implementation of LDAR projects.

Recently, the "VOC Leak Detection and Remediation Project Audit and Evaluation Guide" (T/ACEF 003-2020) was approved and published on November 16, 2020, and has been implemented since November 18, 2020.

This document specifies the audit and assessment of enterprise VOC leak detection and repair (LDAR) project methodological process, audit and assessment of the form and elements, audit and assessment process, the level of quantitative scoring criteria, on-site sampling methods and rules, audit and assessment report outline and other content and requirements. 

This document is applicable to government regulatory departments, enterprise higher management departments or enterprises to carry out audits of implemented LDAR projects and quantitative assessment of the effectiveness and level of implementation of enterprise LDAR projects.
